How 2024 Has Impacted the RNG Industry So Far

The renewable natural gas (RNG) industry has continued to experience immense change throughout 2024. These shifts reflect the industry’s ongoing commitment to sustainability and as our industry evolves, we expect these developments will enhance efficiency, reduce environmental impact and set new standards for renewable energy practices. 


January 

Kinder Morgan RNG kicks off 2024 with a lot of momentum after announcing the commercial in-service of Twin Bridges RNG, Liberty RNG and Prairie View RNG throughout the second half of 2023. 
 
    
 
California unveils LCFS changes.1
Changes include recognizing biomethane as key decarbonization tool, annual carbon intensity benchmarks, phasing out pathways for biomethane combustion crediting, pathways for avoided methane crediting and changes to book & claim. CARB is scheduled to vote on the proposed regulations in November 2024.


February

Cummins releases the X15N engine enabling greater application and adoption for more transportation fleets.2 


Vermont’s House Environment and Energy Committee voted to support Bill H.289, which will require utility companies to source 100% of their energy from renewable sources by 2030.3
Currently, utilities are required to purchase 75% of their energy from renewable sources by 2032.


March 

SEC adopts new mandates regarding climate disclosures.4
These mandates require companies to provide climate disclosures in their annual reports and registration statements, including those for initial public offerings. 

New Mexico signed Clean Fuel Standard into law, becoming the fourth state to do so.
Similar to California, Oregon and Washington, this program focuses on reducing carbon intensity of transportation fuels and how to incentivize low carbon fuel production.


April

ABC and Eco Engineers presented final draft of new carbon accounting methodology.6 
The goal is for this methodology to make it easier for biogas projects to market carbon benefits from renewable energy projects, such as RNG and biogas electricity. This methodology is based on the California-GREET system but will place more emphasis on animal manure management systems, landfills, wastewater treatment plants (WWTPs), food waste digesters, and other waste digesters.

SEC puts hold on climate rules after challengers push for a pause.7

Kinder Morgan joins American Biogas Council (ABC) as a sustaining board member. 


GHG Protocol released a draft version of the Market-based Accounting Approaches Survey Summary Report and held a review period to invite comments from individuals/organizations who completed the survey. Following which an open call was made for applications to join the Technical Working Groups (TWGs) for the corporate suite of standards updates. Selected applicants have been notified and a public announcement of the full list of Technical Working Group members, along with the applicable Terms of Reference for each body, will be made in September.


May

Kinder Morgan RNG moves its Indianapolis office to the north side. 




Washington implements state policies regarding landfill methane emissions, becomes fifth state to do so.
Washington landfills will be subject to new methane control such as surface-emissions monitoring every 25 feet instead of 100 feet as the EPA currently mandates. The state also gave the go-ahead for drone-based methane monitoring. 

Kenworth announced it will begin production of two vehicle models with the new Cummins X15N natural gas engine in the third quarter of 2024.10

$1.00 RNG Motor Fuel Tax Credit Bill was introduced in the U.S. Senate.11
The Renewable Natural Gas Incentive Act of 2024 would create a $1.00 per gallon tax credit for dispensers of RNG used for transportation, thereby encouraging commercial truck and transit fleets to convert their vehicles to ultra-low emission RNG, or biomethane. This aims to further support cleaner and more efficient transportation across America.

California Air Resources Board (CARB) announced LCFS changes would be considered at their November 8th public hearing.12

Data centers drive demand for energy. 
Data centers are projected to use as much as 9% of the United State’s electricity generation by 2030.13


July

To comply with BRRR rule, facilities under construction needed to register by July 1.14
October 1, 2024 is the deadline for all existing facilities to re-register to allow for continued RIN generation starting January 1, 2025. 

Kinder Morgan RNG releases the RNG for Transportation guide.

The U.S. Department of Treasury recommends that taxpayers submit registrations for Section 45Z Production Tax Credit by July 15 to help ensure the IRS has time to approve them before 2025. 


EPA confirms rule updates regarding air emissions standards for municipal solid waste landfills are coming in 2025.15
This will be the first update to the Clean Air Act emissions standards since 2016. 

Canada proposes new measures to regulate landfill methane emissions.16
The federal agency Environment and Climate Change Canada would set new requirements regarding annual emissions monitoring and reporting, methane destruction and other aspects of reducing methane emissions at landfills. 

The strides the RNG industry has made have set the stage for a greener future. As we move forward, staying informed and ready to adapt to changes will be the key to success in a changing landscape. We’re looking forward to what the rest of 2024 has in store for the renewable energy sector.
